the answer is no. The Sega FM doesn't use that kind of system. Player development happens over time and not only at the end of a (half)series. It is affected by many variables like training, match practice, games/minutes played, competitive level, form, injuries, age, mentoring, talent and stuff.
So, you kind of have to constantly check if your players are improving. Training reports and other hints (like the arrows next to the attribute) give your an idea how the development progresses. Training is only one thing but will never be enough.
can you turn it on at the sega game?
I don't know if there is maybe a mod for that purpose but in the vanilla game there isn't an option for that as far as I know.
